Qatar Charity (QC) is an
International Non-Governmental Organization; it has signed an agreement
with the IDB for funding Taqat project. Taqat aims to recruit and build
the capacity of Palestinians qualified graduates in order to employ them
with external companies based on the distance working system, and it
will qualify graduates to the freelancing and outsourcing market.

MAIN PURPOSE OF JOB
The Project Officer (PO) will provide project management support for a
project entitled "Taqat for Distance Working". This will involve the
project development, all planning activities, risk and issues
management, monitoring and co-ordination tasks, negotiation and conflict
management and representing the QC at other agencies.
The PO prime responsibility is to ensure that together with the project
manager, assigned projectproduces the required deliverables within the
defined quality, time and cost constraints and to facilitate full
realization of benefits defined in the project's agreement.
JOB DESCREPTION
-Planning project activities which include the identification of
objectives, targeted audiences, and budgets, human and material
resources.
-Supervising all project's activities particularly training and employment.
-Daily coordination between the local employees and their external companies.
-Assisting QC management in lead communication with potential local partners including universities, ministries and others.
-Preparing Terms of Reference and ensure transparent selection for
potential consultants, follow consultants’ performance and compliance.
-Preparing applications, templates and any other necessary forms and documents.
-Managing and overseeing budget and work done, including the training, selection, negotiation and employment.
-Representation of Qatar Charity at key events including meetings, workshops and etc.
-Assessing activities and producing interim and final reports.
-Making sure that agreed project deadlines are met and Ensure follow-up
on behalf of QC on various activities and requests to ensure timelines
are respected and objectives are achieved.
-Participate with partners to develop training programs and criterion for selection of candidates and graduates.
-Maintain statistics, record information and provide reports as required.
-Assist in preparing media releases, articles and relevant information
for printing and electronic media, including social media such as
Facebook, twitter, and blogs.
-Assist marketing consultants in preparing publicity materials such as
powerpoint presentations, posters and pamphlets to promote projects and
recruit external employers.
-Develop additional partnerships with corporate, business and relevant
bodies to attain additional jobs’ vacancies for Palestinian graduates.
-Liaise and maintain strong business relationships with partners and
corporate partners in a professional, accurate and informative fashion.
-Work cooperatively within a small but multidisciplinary team to meet objectives.
-Develop a network of volunteers in the region to participate in developing the project and increase the beneficiaries.
-Other duties as directed by the project manager.
EDUCATION, SKILLS AND EXPERIENCE
-The candidate should have postgraduate qualification, Master's Degree
(in business administration, IT, or relevant) with at least 5 years'
diversified experience in NGO's or business sectors, with a discipline
in the distance work.
-Proven experience in distance work methodology.
-Wide knowledge of distance work and online employment demand and market.
-Ability to manage large numbers of employees and coordinate between them and their employers.
-Ability to design, monitoring and evaluating training programs.
-Experience in business partnership management and development.
-Demonstrated capacity to plan, manage and report on complex projects to tight deadlines.
-Well-developed interpersonal communication skills and an ability to liaise with people from diverse socio/cultural backgrounds.
-Effective communication.
-Results oriented and able to deliver on time.
-Ability to work flexibly and good time management.
-Team leadership, supervisory, and negotiation Skills.
-Computer Skills, word, PowerPoint, etc.
-Valid driver’s license.
-Good knowledge of English and Arabic.
